Packet switch is where the packets are sent, circuit switch is where the transmission happens continuously. Voice does not like breaks/interruptions.

And the last part of the question about QoS.. is like comparing apples to pears. Trucks to sports car.
Both have their purpose, and you cannot compare them in the same category just because those are both cars OR just because they both are from Telecom area.

Let me answer the first part only as I could not get the context of the second part -

Packet Switching Fundamentally, a packet switched network establishes a path from host to host over a shared medium. Packet switching relies on shared resources to transfer data across the network.

Circuit Switching A circuit switched network is greedier with its resources but ensures the availability of those resources. From point A to point B you have allocated specific resources for the duration of the conversation. Host A and Client B have sole rights to leverage those resources until terminating the call.

In the past circuit switching technologies existed mostly for voice communications. In today’s day and age, voice traffic is also sharing the road with data networks in a converged packet switched environment.

in cs network we are using dedicated resources for user in ps network we are using  resources which are shared among other users will you tell me qos is better for which network?
QoS for CS is guaranteed where as PS is not but it does not mean CS is better.
but we have dedicated bearer concept in ps network na through this we can achieve qos na?
That has no relation with CS or PS lets not confuse with dedicated or default bearer its just name they were primary and secondary PHP in UMTS.

Let me put a example say CS require 64KBPS dedicated and PS we have allocated 100 KBPS, now if PS is shared by more then one person then QoS for CS is better else PS is better.

I believe the intent of the question is which one has the optimum resource usage then the answer is PS.

If you just compare the PS and CS qos and say which one is better then its comparing apple and oranges.

In LTE, everything is based upon Packet Switch.. Right? Then, What happens if Circuit Switch Mobile tries to connect LTE mobile?

In Packet Switch any communication is possible based upon IP address.. Right? We are not getting IP unless we connect over mobile to Internet (after the attach procedure IP will be with SGW, Not with the UE) (Tested). So, Is it not possible to make/receive a call without connecting with internet?

Basics but very confusing..Please help

If One PS call is already established in LTE network and same UE are making a cs call , what happened ? PS call will drop or paused? if CSFB enabled in Network.
