Following are the PGW functionalities,
1)user IP allocation
2)lawful interception
3)PCEF functionality
4)with PCRF interaction QOS marking for packets

Also called PDN-GW. Functions include

Per-user-based packet filtering
Lawful interception
UE IP address allocation
Transport-level packet marking in the downlink
UL and DL service-level charging, gating, and rate enforcement

PGW is the node in EPC that terminates to the external network. It also allocates IP address to the user. Traffic shaping and bearer binding are other functions of PGW.
