LTE: Why the value of maxCellReport is 8 ?

While going through the 36.331, I found the value of maxCellReport is 8. why it is 8 ?

This syntax has been introduced in release 9 and in release 8 it was for further study (FFS).
We know that release 9 is an Introduction to LTE-Advanced i.e. also an Introduction to 8 x 8 MIMO.

So maximum 8 x 8 antennas is for downlink and 4 x 4 for uplink.

I think it is clear now that maximum 8 cell can report to E-NodeB for one radio bearers/ user.

Unlike for A3 and A5 events, for A6 event frequency offset is not considered while evaluating entering and leaving condition. Can anyone please explain this particular case ?

I came to know when an UE attach to network, it is configured for events A1 and A2 by default as part of normal attach. Is it correct ? if yes then why ?

I have gone through spec 36.331.
"E-UTRAN only configures a single measurement object for a given frequency, i.e. it is not possible to configure two or more measurement objects for the same frequency with different associated parameters, e.g. different offsets and/ or blacklists".

why such limitations have been there ?
