Reordering window will be generally half of the Sequence Number (SN) Space

RLC in AM mode with SN Size = 10Bit, Reordering Windownsize is 512

RLC in UM mode with SN Size = 10Bit, Reordering Windownsize is 512

RLC in UM mode with SN Size = 5Bit, Reordering Windownsize is 16

PDCP with SN Size = 12Bit, Reordering Windownsize is 2048

PDCP with SN Size = 7Bit, Reordering Windownsize is 64

PDCP with SN Size = 5Bit, Reordering Windownsize is 16

Why reordering window size is just half of the PDCP SN space ?
How to decide,  when to use UM_10 or UM_5 mode?
