Have anyone used any opensource compiler for encoding and decoding of S1Ap/ X2Ap message as it uses PER aligned version

Though I doubt if any reliable but open source asn1 compiler exist for the PER.

You have not understood my question,We can't use this for aligned PER version.
This opensource compiler only supports unaligned PER which can used For RRC only.
My bad, try this http://bellard.org/ffasn1/ but not sure if it is mature.
I already visited this website He provides the compiler  commercial not opensource.

he just provided the message converter and editor as opensource which will convert from one format to other.
lets wait for some other people to answer, actually PER is a very complex formatting so less likely we have anything full fledged opensource for PER.

How ASN.1 Decoder indicate the presence or absence of an optional field in RRC message? for example in SystemInformationBlockType1 how we figured out if p-Max is presence or not?
