Try http://lionet.info/asn1c/download.html
Though I doubt if any reliable but open source asn1 compiler exist for the PER.

You have not understood my question,We can't use this for aligned PER version.
This opensource compiler only supports unaligned PER which can used For RRC only.
My bad, try this http://bellard.org/ffasn1/ but not sure if it is mature.
I already visited this website He provides the compiler  commercial not opensource.

he just provided the message converter and editor as opensource which will convert from one format to other.
lets wait for some other people to answer, actually PER is a very complex formatting so less likely we have anything full fledged opensource for PER.

As per standard we use ASN Encoding and Decoding format to make our code platform independent and language independent.

In case of LTE RRC- We use unaligned PER and for S1/X2 we use aligned PER ...

Is there any specific reason for different ASn Encoding/Decoding format we have used ???

I don't have depth knowledge related to system information broadcasted in a cell. I was going through RRC specification 36.331 but could not understand all the terms like SI-window . I also could not understand of calculation of x = (n-1) * w, a = x %10 and so on.
Can someone please explain all the concepts in detail with an example ?
