LTE: why such discrimination regarding measurement object ?

In specification, I have read two points.
- For inter-RAT UTRA measurements a measurement object is a set of cells on a single UTRA carrier frequency.
- For inter-RAT GERAN measurements a measurement object is a set of GERAN carrier frequencies.

I have concern regarding that why measurement object for E-UTRA works only for a single carrier frequency . whereas for GERAN is as set of carrier frequency.

Even same is true for CDMA2000 - a measurement object is a set of cells on a single (HRPD or 1xRTT) carrier frequency. So I am assuming this has some relation with WCDMA as UMTS and CDMA2000 both are CDMA2000 where as GSM/GERAN is FD-TDMA. But yes this is not the precise answer....

Since both the events B1 and B2 are used for Inter RAT measurement reporting. Which one is chosen by eNodeB and on what basis ? Is there any dependency on UE capability for that ?
