Why eNB sending separate configuration for Scelltoaddmod for every component carrier?
eNB can be sent it in a single Scelltoaddmod list in RRC connection reconfiguration by including different Cell index, phycell id and carrier freq.

Enb can add multiple scells in a single rrc reconfiguration. There is no restriction in 3gpp spec 36.331.

When ENB will send measurement configuration in RRC Reconfiguration Message?

Is their any triggering point ENB has to send Measurement consfiguration to UE.

Generally measurement configuration will come in RRC Reconfiguration message.At intall attach procedure ENB will send RRC Connection Reconfiguration message to send SRB2 and DRB configuration.

So,My question what is the triggering point to send Measurement configuration.

As i understand, UE reads SIB5 after reading paging in idle mode. Why RRC reconfig is required at this time ?
