Why eNB sending separate rrc connection reconfiguration for configuration of each scell? Why eNB not sending configuration of all scell in single rrc connection reconfiguration?

eNB can be sent it in a single Scelltoaddmod list in RRC connection reconfiguration by including different Cell index, phycell id and carrier freq.

LTE: When UE sends NAS message to MME before sending rrc connection reconfiguration complete to the eNodeB ?

There are couple of procedures are defined which consist of NAS as well as RRC signalling messages exchange.
Some of the NAS message sends to an UE through RRC Connection Reconfiguration message as piggybacked and some as DL Info transfer.

I want to know, Is there any procedure exists in lte when an UE receives RRC Connection Reconfiguration along with NAS message and responds back to network with NAS message first and then Reconfiguration Complete to eNodeB.

Usually, I saw UE sends RRC Connection Reconfiguration Complete message first then NAS response message.

When enodeb about to start sending measconfig inside rrc connection reconfiguration to get measurement reports from UE?

We know before taking decision for handover in LTE system measurement reports are taken into account for an UE. UE has to send measurement report to enodeb but how enodeb realize that now I has to configure to UE to send measure report . To perform these measurements Ue uses concept of measurement gap and then get the information from other cell/technology/frequency. During this measurement activity UE doesn't schedule any UL/DL data and measurement procedure is also a battery consuming activity. my question is that how eNodeb trade off between measurement and UL/DL data.
