A charter establishing dual rule over the country
The Charter codified a lay and ecclesiastical agreement between the Count of Foix, Roger-Bernard III, and the Bishop of Urgell, Pere d'Urtx, establishing their joint sovereignty over the territory of Andorra. A second Paréage, signed in 1288, supplemented the first. The structure was ratified in 1993, and remains the government of the country, with the French King and eventually the French President having assumed the authority of the French half of the dual rule.
