They are European but not members of the North Atlantic Treaty Organisation (NATO)
NATO was established in 1949 with 12 members, and in 2021 has 30 members across Europe (27), North America (2) and Asia (1), but these 12 have not joined. Switzerland, despite being landlocked, does maintain a navy. The flags are varied and several do not include red. None of the countries was a signatory to the Warsaw Pact, which was a collective defence treaty between the Soviet Union and seven other (at the time) Eastern Bloc socialist republics of Central and Eastern Europe.
