How PCEF decide which QCI_X(where X = 1,2,3,4,5,6,7,8,9,65,66,67,68,69,70) value need to be send to PCRF.

Why QCI 6 , 8 and 9 bearer is serving same service?

For the same service why do we need different bearer ?can anyone explain this in-detail?
