Is there any change in Kenb when UE's RRC state changes from IDLE to CONNECTED or vice-a-versa ?

A UE makes connection with network through eNodeB1 and after some time it RRC state changes from CONNECTED to IDLE and in idle mode UE moves to eNodeB2 and then it initiates service request to MME to reconnect with network again. My question, is there any change in Kenb when MME sends to eNodeB in Initial context setup request message.

How MAC will schedule PCCH message with ETWS or Sys info change(for the UEs which are in IDLE)?As RRC donot provide any configurations to MAC (we will provide PCCH config like UE indx val ,nb and Drx for DL data indication but in ETWS we wil not have UE indx val).Is there any other mechanism for MAC to Schedule PCCH message with ETWS notification?

Suppose MME is getting CS call notification for MSC then How MME will notify to UE when
1. UE is idle mode. ?
2. UE is in connected mode?
