First, I think the handover procedure is initiated by the eNodeB not the UE side. Normally, in the LTE network, eNodeB based on UE's feedback/blind mobility to decide whether trigger UE's mobility, such as event measurement, period measurement. Also I think there is another way that is SRVCC in the case of LTE not support VoLTE.

Not only due to mobility. EnodeB may configure the UE to Send periodic measurement reports. Based on the measurement reports, EnodeB can decide the handover if it finds a stronger cell than the serving cell.
