Can Packet Buffer Queue size impact the overall traffic load on a system, if yes then please explain?

Please be a little specific , You want to know about the buffer management on the up-link (enodeb) or in the Core (where PGW generally does that)
Sorry for not being descriptive, I want to know about enodeb.

ENodeBs have a Active Queue Management system for Uplink management ( basically a scheduling algorithm) which is more adaptive to different bit rates of LTE compared to the PDCP implemented in LTE UEs , PDCP is simply a delay based queue management protocol from 3GPP.

The primary purpose of this is to achieve and maintain a high throughput and low end to end delay.
So to answer your question Yes it does impact the the traffic load.
