How does network make sure that no jitter or service interrupt while executing handover procedure?

If I understand this question properly, Intra-LTE supports two types of handover:
1. X2-based handover
2. S1-AP based handover:
In both types of handover, 0 packet loss support is present.
Source eNodeB takes care of those things, while doing handover procedure source eNodeB prepares and sends S1-AP "Handover Required" message to MME. In this message, source eNodeB may include "Direct Forwarding Path Availability" IE. If it is present then good else MME creates indirect fowarding tunnels for data forwarding. So by using either direct or indirect tunnel, 0 packet loss is achieved.

Does anyone has an idea, after handover procedure when MME gets changed , target MME sends update location request to HSS ?
