SMS gateway is a node which helps to send and receive the short message in the network and is called SMSC i.e. short message service center. At the protocol level an SMSC has MAP over SS7 and has connectivity with MSC and other SMSC in the network.

At the functionality level SMS gateways solve the problem of inter operability i.e. different providers using different or proprietary communication protocols. The gateway acts as a relay, translating one protocol into another when acting as relay and handles operations such as routing, forwarding and storing incoming text messages on their way to desired endpoints when acting as gateway.

Since SG-SMS messages are carried over the downlink NAS is it possible that a flood of SMS messages from the SMSC can deny services to users in the affected cells? The use case is associated with location-based SMS.

If a large number of SMS messages are sent to a targeted group of users within a cell is it possible that the NAS cannot serve requests to establish connections from the UEs? Is it possible to prioritize the information carried over the NAS or, failing that, to randomize the selection of which messages are sent so that SMS does not prevent other service requests from being processed?

SMS for PS-only

We can identify two ways to operate SMS for PS-only network:

"SMS in MME" as elaborated in the TS 23.272 (Annex C) and the TS 29.338. It consists to a Diameter reference point (SGd) between the SMSC (IWF) and the MME

"SMS over IMS": As elaborated in the TS 23.204

I wonder why two different methods were designed.
In "SMS over IMS" the Short messages are transferred over the IMS PDN connection while in "SMS in MME", PDN connection is not mandatory.

Therefore, it seems that the "SMS in MME" replicates the existing SMS over CS that allow communication with the UE without the need of DATA channel.
The question is why the "SMS over IMS" is designed? Is it to cover the case of SMS without MSISDN?

LTE: How SMS services will be received in LTE network ?

If a UE is connected to LTE network, can it receive SMS services too ? If yes then how it can be achieved ? How the signalling or SMS messages will flow between UE and Network ?

How to force sending a SMS to every phone within a small area using SDR?

I would like to know what do I need to have/do in order to star working on this. My main Idea is to use SDR (maybe USRP, maybe GNU Radio HW) to fake a BaseStation (transmitting in a high power, I guess) so all the cell phones within a small area would receive Broadcasted SMS. This is intended to be used in rescue labours and looking for missing people/children in crowded areas such as beaches, concerts, etc. ANY help or comments that you could give is going to be helpful.
