Its all part of mobility robustness optimization.This procedure actually trigger by UE during/after Mobility.
There are 3 cases of MRO
1 > Too-Late handover
2 > Too-Early Handover
3> Wrong-Cell Handover

Each of the above failure scenario can be detected after an RRC Connection Reestablishment.UE will include a flag within RRC Connection Re-establishment Complete message to indicate that radio link failure information is available for reporting.
After detecting this flag, the eNode B can request the UE to report the radio link failure information using a UE Information Request
message. The UE provides its report using a UE Information Response message.
If RRC connection re-establishment has been completed at a cell which does not belong to the source eNode B then the eNode B
which has received the radio link failure information can signal the information to the source eNode B. This is done using the X2-AP:
Radio Link Failure Indication message.

Are there any situations when IMSI is transferred over X2 interface between two eNodeB's? The only case of IMSI transmission I know is over S1 interface during initial attach request, and GUTI is used in all other cases.
