Can one access the E-UTRAN using 2G-SIM/2G-Phone?

No, it is not possible. Even if you use a 2G SIM on a tri-mode phone (phone supports LTE/3G/2G), E-UTRAN capabilities will be disabled on the UE and UE will move to 3G or 2G

No, But it may access EPC[Core devices].

In 23.122, 4.4.6 Steering of roaming
it mentioned "replace the highest priority entries in the "Operator Controlled PLMN Selector with Access Technology" list stored in the ME with the list provided in the REFRESH command;"

In CR 0237, it mentioned that because "Operator Controlled PLMN Selector with Access Technology" list is stored in SIM, so it cannot be change. But in some case NW can use OTA to change the value in SIM, why not use the OTA to change "Operator Controlled PLMN Selector with Access Technology" list in SIM in this case?
