How to release Scell implicitly?

Scell can be released either using MAC CE or RRC reconfiguration, but how to release implicitly?

I think query is regarding implicit scell deactivation. If UE scell is configured with sCellDeactivationTimer then on expiry of this timer (no data during this time) then UE will deactivate scell implicitly.

If PCELL initiate RRC connection reestablishment, all configured SCELL is released.

What happens if Rel-10 UE fails to decode the PDCCH of Scell?

Pcell will be expecting the HARQ feedback of Scell but UE failed to decode the Scell PDCCH . This case UE doesn't send the CA HARQ and uses different PUCCH format But PCELL will be expecting different format to receive the feedback. How to overcome this issue.
