NR has its own DCI formats (similar to LTE) which are sent by SgNB to UE.

If it is different DCI, then How can it sends via MENB ? Because MeNB PDCCH format is according to LTE DCI but if NR DCI is different format then How it is possible?

Correction, DCIs are sent directly from SgNB to UE. RRC messages having NAS signaling are sent via MeNB.
