I am wondering if there is a specific parameter defined in either TR196 femto data model or 32.592 OAM parameters to indicate the eNB release. Rather, the configuration parameters eNB uses to configure UE with, shall implicitly indicate the 3GPP release version eNB is supporting. For example, if a UE is configured with sCellToAddList for secondary Carrier Aggregation cell, eNB supports CA and is minimally Rel-10 support. If eNB supports SeNB Addition/Modification procedure as per dual connectivity, it is in Rel-14 compliance. Similarly supporting Nb-IoT devices shall indicate rel-13 support. Though, UE has many parameters to indicate the release version support as per UE Capability reported.

Radio Resource Manager is one of the main component of an eNodeB. I want to know, Is there any specification which mentions the detail of messages ? If RRM is vendor specific then it means an eNodeB from a vendor "A" would not be inter-operable with RRM of vendor "B". Is my understanding correct in terms of vendor specific RRM implementation ?

Kindly let me know in which IEs (Information Elements), SIB/ SI or Broadcast/ else message, Network sends below info (a/b/c) to UE in following RAT cases?
1) RAT: LTE [Reference 3GPP TS 36.104: 'Table 6.2-1: Base Station rated output power']
a) “BS Class” i.e. base station Type (Macro, Micro, Pico, Femto) info
b) “Base Station Power Class” or PRAT (Rated Output power)
c) “Base station TX Power”

2) RAT: UMTS [Reference 3GPP TS 25.104: 'Table 6.0A: Base Station rated output power']
a) “BS Class” i.e. base station Type (Macro, Micro, Pico, Femto) info
b) “Base Station Power Class” or PRAT (Rated Output power)
c) “Base station TX Power”

3) RAT: GSM [Reference 3GPP TS 45.005: Sub clause Output Power '4.1.2 Base station']

Does LTE UE needs to know about the AS release supported by E-NodeB so that it will avoid sending of the IEs which are not supported by ENB

I want some reference how to determine the max and min length for Standard Diameter AVPs and 3GPP Diameter AVPs based on Seagull dictionary which is open source. How I can determine max and min length for different data types let say UTF8 String, Octet String, Unsigned32,String,Address etc. Any reference highly appreciated.
