It depends that for what purpose eNB is asking the measurement report. if enb is asking meas report for HO and UE is reporting that meas then eNB will process HO if target cell info is available in NRT

If no NRT table available then which scenario ENB will ask measurement report for that cell?
If neighbor is not in nrt then enb can ask reportcgi for that PCI to ue if this is supposed in enb.
