Hi,
PScell mean it is primary of secondary cell. secondary cell's can be many cell's (namely secondary cell group - SCG ) out of those one will be anchoring which is primary among secondary cell. In LTE/NR case NR will be secondary cells for the UE in first phase implementation and LTE will be in MCG.
