What is the behavior if ENB gives less grant in RACH response ?

How UE sends MSG3 in less grant? Will it wait for NEB to give grant or UE does one more RACH?

As per 36.321,
When an uplink transmission is required, e.g., for contention resolution, the eNB should not provide a grant smaller than 56 bits in the Random Access Response.

So I think in this scenario, RACH will not be successful if grant is less than 56 bits in RAR while UE needs to send msg3 for contention resolution.

If SR Resource is not configured then UE triggers RACH to acquire UL grant, but if RACH fails or fails to receive UL grant?

If no SR is configured at UE side, then IF UE triggeres RACH then what will be the MSG3 content? How ENB knows UE is triggering an RACH for UL grant?
