I m not sure but may be following scenario can be useful.

serving ENB goes power off or maintenance break and nearby cell (other operator ) having mutual concern about the users then serving cell can make an handover to other cell which is capable of serving multiple PLMN.

Regarding access class barring, the access classes are defined in the SIM / USIM card. Taking this into account, it is possible for the operator to:
1 - Define the access classes for the SIM / USIM cards remotely or the access classes defined in the SIM / USIM card cannot be changed? If yes, how it is changed?

2 - Define groups of users in the classes from 0 to 9?

What is the reasoning behind to use different security keys after moving from one eNodeB to another eNodeB (Handover) ?

I was thinking, Is it possible UE sends RRC connection reconfiguration complete message to target eNodeB without doing the RACH ? I meant to say, resource reserved by target eNodeB and send to UE within the handover command message ?
