UE will get DL bandwidth from MIB and UL bandwidth from SIB2.

Hi,

ENB will inform about freqInfo in SIB2 for the UL BW and frequency. For the DL frequency UE will start form central frequency in the EARFCN.

I don't know the complete use of CQI at eNodeB. Does it impact only downlink scheduling parameters or also considered while granting uplink resources ?

N numbers of UEs can be scheduled at a particular TTI. So How does an UE get to know its own DCI ?

This is not a usual case. Assume an eNodeB has multiple bearers (GBR and non-GBR) with the UE, eNodeB enforces subscribed downlink data rate by using the different scheduling algorithm. Can eNodeB reject the uplink grant assuming UE is crossing its subscribed limit ?
