LTE: Does the network operator charge for signalling messages ?

Excepts few messages , most of the signalling messages are exchanged between UE and eNodeB by using the PDSCH channel. Why operator does not charge for that. Assume if there are multiple UE which are just attaching and detaching the network can create an usual situation. How does an operator handle such type of situations ?

Hi vikram,

Your question is like, Whenever mobile switched off and switched on , UE and ENB has to do some signalling for attach , If operator charged for this then who will use their network , I am rebooting my smart phone 3 times a day(clearing RAM :) ) if they charge for every reboot then i will throw my SIM . This is operator headache to take care. signalling message is not a huge size , It wont even take 50bytes in RF so it wont be a problem. No one will accept charging just for attach. Yes if all UE in network doing frequent attach detach means it will affect network performance, network cant do anything because they have to serve their customers with less cost.

Assuming one case when UE was in LTE network and data transmission was ongoing. Due to incoming voice call, UE leaves LTE network and moves to legacy network to finish voice call. I want to know what will happen with ongoing data session in LTE network.
Does the LTE network deletes UE context ? Does the LTE network buffers UE data coming in downlink direction ? Or UE establishes voice as well as data session is legacy network and he continues voice and data services (less through due to legacy network speed) in case UE and legacy network both support DTM (Dual transmission mode) ?

Is it mandatory to establish a separate default bearer to exchange IMS signaling messages between UE and IMS network nodes ? Can't internet default bearer be used for the same ?

Need clarity on following items:
1. What is the use of "UE selected plmn" information for an eNodeB ?
2. Is the ECGI/TAI constructed based on the primary plmn (PLMN broadcasted in 0th index in SIB1 ) or based on the UE selected PLMN ?
