How Uplink /downlink packet looks like at PGW and eNB?

I am looking for uplink/downlink packet structure at PGW as well as eNB.

Downlink - >At PGW, it receives plain IP packet which the complete IP header.
Based on the type of IP packet, PGW does packet filtering and place the filtered packet to the associated bearer.
Once the packet reaches at eNodeB, it removes the GTP header and does the IP header compression. The compressed IP packet sent to UE using the data radio bearers established UE and eNodeB.

Uplink -> In uplink direction, Filters present at UE side takes the responsibility to put originated IP packet into appropirate bearer and does the header compression before sending out the packet to UE. Once the packet reaches at eNodeB, it decompresses the packet and send the packet to SGW by using the associated tunnel id.

Thanks for explanation.
I am looking at lower level structure with name.
eGTP-U protocol sits also on enodeb as well as  pgw & contais own header as well.
 Could you please tell me packet structure ( lower level with message name) at PGW for uplink /downlink.?

How P GW will select the S GW for Incoming Packet?
Consider two conditions
1. UE is in idle mode.
2. UE is in ECM CONNECTED and ECM IDLE.

I am looking for some inputs regarding the way to restrict the BW at PGW to be within the authorized one.

I read some articles, the P-GW will use the Subscribed APN-AMBR value to limit the IP data traffic to a maximum rate.

Now my query is how the PGW derives this info? (Is it uses the windowing to check the num of packets in certain period or is it at a particular time?)
