Can we have two A2 thresholds in the initial RRC reconfig message during the attach procedure?

Event A2 is associated with serving cell measurement. Even if an UE is using primary cell and secondary cell due to LTE - advance feature i.e. Carrier-Aggregation, A2 is always associated with primary cell.

Please correct me if my understanding is wrong.

No problem for UE to have two A2 thresholds in initial rrc reconfiguration msg. UE will report the measurement to eNB whichever the A2 thresholds meet the condition. It depends the eNB implementation that how they will handle the different A2 measurements.

Can any one explain me UE's initial attach procedure, i mean to say what happen when UE switched on and intermediate steps happens in between till it connect to network

During a LTE attach, MME may send the UE a EMM Information message with Universal time and local time zone IE. This IE contains Year, month, day, hour, min, sec.
My problem is that I can not find any reference yet about what should be the value of the year. Is it calculated from 1900 or 2000 or as it is ? or there is some other reference year ?
Any reference spec with this particular information will be highly helpful.
