No there is no such thing in LTE or in any other tech by which you can reboot end devices. Though it is possible only after the remote connection to the device for which permission may be required which I think is not the intention of the query.
Is there a limit on how many users can be created on ENodeB and PGW. Is there any limitation from specification point of view or any other limitation?
