It's a tricky question
When they meet they will be at the same distance from city A.

Chug will be closer to A

After 05 hrs the distance between them will be 100-30*0.5=85 km
They will meet after 85/(30+60)=0.94 hr
Chug will travel 15+0.94*30=43.2 km which is less than half of total distance which means he will be closer to city A.
