Rs 36

y*(7*0.5+6*2+7*5)=50.5y --> y can have value of 1 only (if more it exceeds Rs100, if less then no sense) --> Shweta spent Rs 100-50.5=49.5 on 11 shocolates, 1 chocolte costs Rs 49.5/11=4.5, and 8 chocolates cost Rs 4.5*8=36

In the process of climbing up, with each step a chocolate falls from her bag. When she reaches top, she donates half of the chocolates left with her to small kids.
