Answer : 15 Shirts

7 dirty shirts at the laundromat, 7 shirts to last until he picks them up, and the shirt he wears on Monday when he goes to the laundromat make 15 in all.

-->According to the question the student will clean shirt everyday meaning on 7 days of the week.
-->Let us say he starts wearing clean shirts starting from Monday till Sunday i.e a total of 7 shirts
--> Now on Monday while going to the laundry shop he will need 1 more clean shirt.
--> Now he will be giving his dirty 7 shirts to the laundry to clean them but he will come back with 7 clean shirts from the laundry if he wants to continue to wear clean shirts for the rest of the 7 days.
Thus summing up 7+1+7= 15
