All 4 parameters would be the answer, however, the length is the most important in determining the greatest resistance.

Which is the reason why for long distance transmission of electricity, Nikola Tesla's AC current was chosen over Edison's DC current. AC current travels over a shorter distance for the simple reason that the electrons oscillate over a very small length of the wire and therefore there is less resistance than DC which loses voltage due to increased resistance over great lengths of wire.

Quite simply put: as an electron travels a greater distance along a wire there is a greater chance of collisions with other electrons which is the main contributing factor in determining resistance.
