In addition to his political duties as an MP and Minister, de Lavaleye headed and was newsreader for Radio Belgique, a BBC station transmitting to occupied Belgium. He promoted the symbol, which stood for both victoire ("victory" in French) and vrijheid ("freedom" in Dutch). It became a campaign throughout Belgium, northern France and the Netherlands, and Churchill later famously adopted and promoted it.
