When Does the UE send "RRCConnectionReestablishment Request"?

First of all is it UE generated?
2nd) I have attached UE and doing DATA (UL/DL) but still i am seeing "RRCConnectionReestablishment Request" at EnodeB. What may be the reason?

Yes, UE sends RRC Connection Reestablishment Request message to eNodeB when one of the following conditions met.
1. Reconfiguration Failure
2. Handover Failure
3. OtherFailure (Radio link failure or Integrity check failure).

Please check the re-establishment cause presents in RRC Connection Re-establishment Request message through UE logs or eNodeB logs.

If UE gets more grant in SR request will UE send BSR still ?

If UE gets more than enough grant to send BSR and enough to send the data , then will UE sends BSR in the SR grant or not ?
