Each RRC procedure is identified by an identifier i.e. rrc transaction identifier. When an eNodeB sends a rrc message  as an initial message or response to a rrc message received earlier, it adds a transaction identifier i.e. known as rrc transaction identifier.  When a response receives from UE, it uses rrc transaction identifier to identify rrc procedure.

The RRC Transaction Identifier (0-3) combined with the "message type" identifies the RRC procedure with the UE , The RRC transaction identifier alone cannot identify the procedure.

The following rules provide guidance on which messages should include a Transaction identifier
1: DL messages on CCCH that move UE to RRC-Idle should not include the RRC transaction identifier.
2: All network initiated DL messages by default should include the RRC transaction identifier.
3: All UL messages that are direct response to a DL message with an RRC Transaction identifier should include the RRC Transaction identifier.
4: All UL messages that require a direct DL response message should include an RRC transaction identifier.
5: All UL messages that are not in response to a DL message nor require a corresponding response from the network should not include the RRC Transaction identifier.

It may be an easy question but still I have some doubt.
How RRC Connection setup procedure gets impacted with the presence of "S-TMSI" as an UE-Identity within the RRC Connection Request message ?
Note: RRC Connection request message can carry either 5 bytes long (S-TMSI) or 5 bytes long random value.
