PhycellID: which is used to identify the cells under the eNodeB, Which is unique under one eNodeB but it can be match the PhycellID of another eNodeB.
CellIdentity: Which is used as unique id throught the network Physical Cell ID (PCID) is a unique ID assigned for each cell in the network. each cell is assigned a number (0-503). These codes are used to generate the Reference sequences that help the phone sync with the downlink and distinguish the cell amongst others. The PCID is broken down into Group Cell ID (0-167) and Cell layer ID (0-2). Hence a PCID = 3*Group_ID + Layer_ID. These unique IDs can be-reused if they do not cause collision or confusion. for more details you can Refer 36.211.
