DL data will be decoded by number of UE's under a eNB ,but how a particular UE will know the dl data coming is to that UEonly at PHY level because the CRNTI will be at MAC header

InLTE there are different bandwidths like 1.4,Mhz, 3Mhz, 5Mhz, 10Mhz etc.... so how UE knows it and its cnter subcarrier?

Is there any information sent by UE to MME in Attach Request so that MME can find out the necessity of LIPA PDN connectivity ?
