What is the difference between measuring throughput with PDSCH vs RLC in LTE

This should actually be throughput on PDCP layer and RLC layer not PDSCH.
These two are different layers and will have different throughput measurements.
For diagnostics you should go from layer to layer and then see where is the bottleneck.

yes, you're right. so how do i know when i can use the RLC throughput and not the PDCP throughput. thanks in advance

I am getting downlink UE throughput much greater than downlink cell throughput. Is this possible to get higher UE throughput than cell throughput? I am using below formula for calculations:

DL UE throughput (kbps) = (pdcpvolDL Drb - PdcpVolDlDrbLastTTI)/UeThpTimeDl/1000

DL Cell throughput (kbps)= PdcpVolDlDrb/SchedActivityCellDl/1000

Also what is the best metric that i can use to get the actual user throughput experience in network.
