Timing Advance granularity (0.52 microseconds) in LTE

During the calculation of Timing Advance in LTE, we use to take granularity of 0.52 microseconds(16Ts). Is there any specific reason behind that.

What is timing Advance and what is the significance of it and more importantly why this concept was not there in UMTS.

When we use "ntpdate" command to synchronize our machine with NTP server, there may a possibility of some delay (from server to client) to reach reply at client , then how a system can be synchronized with NTP server at the granularity of microseconds or even more granular ?
