Coverage of a Macro eNodeB ?

On what factors, cell coverage is decided and how does an operator chose ?
Is it always good to chose broader coverage ?

Is it possible to call a Python macro from ctypes? For example, Python 3.3 introduces some new macros for querying the internal representation of strings:

So I try this in 3.3:

If the answer is not then list provide the list of features than can be deferred for home eNodeB and what are the reasons not supporting a particular feature at the Home eNodeB ?
