What is the cause that for default bearer we can not promise the Quality of Service ?

Default bearer we usually say that there is no guaranteed bit rate, but may i know the reason why it is like that ? Why we can not define it as we are defining it in Dedicated bearers.

I have started now to learn this. If i misunderstanding something. You can point me out.

The basic requirement default bearer is to provide the "always on IP connectivity" feature of UE. Always on IP connectivity means, even UE is IDLE (towards radio interface), it has an IP address allocated to it as part of Attach or PDN connectivity procedure. Since use of default bearer is just to keep allocated IP address of an UE, it doesn't promise any Quality of Services. We can say worst QoS level (QCI 9).

There is a range 5 to 9 which can be used to create a non-GBR bearer. That's why lowest level of quality is being preferred while creating default bearer. It is up to user he/she can use any one of QCI from 1 to 9 while creating default bearer but better radio resource utilization QCI 9 is generally used since other QCI level may take more radio resource for just supporting "Always on IP connectivity".

Since SG-SMS messages are carried over the downlink NAS is it possible that a flood of SMS messages from the SMSC can deny services to users in the affected cells? The use case is associated with location-based SMS.

If a large number of SMS messages are sent to a targeted group of users within a cell is it possible that the NAS cannot serve requests to establish connections from the UEs? Is it possible to prioritize the information carried over the NAS or, failing that, to randomize the selection of which messages are sent so that SMS does not prevent other service requests from being processed?
