How to communicate a web app with destkop app?

I need that my web app talk with a dektop application.

User case: a user click a button on the page, and this button send a command to the desktop app and wait for the answer from destkop app or timeout.

I am using Rails 4 and Qt/C++, but it is not mandatory to use Qt/C++. The desktop app is used to talk with computer usb port. Anyone have any tips or help?

How to Begin Web Development with Python ?

I have learnt python and used it for various purposes for scietific computing using sage and GUI development using Tkinter and lots more. I want to start web development using python My goal is to learn the web development in python from the basic level and understand the big web development projects like Django , MoinMoin Wiki , Plone and network programming further with twisted.
I have found Web2Py to be an easy library to quickly use and develop the web application. Is there any other library to start my development with. anddoes my plan of learning Web2Py is good for Web development and getting involved in the big projects like Django , MoinMoin Wiki , Plone.

Should I use any PHP web framework or not?

I've been doing some research on frameworks, etc. Everyone has one they like and even the development environments that you can get have their favorites and books seem to have their favorites. I've been looking at Cake, Symfony, Zend, PEAR-Flexy, Smarty, Joomla, etc., etc., etc. I'm not going to ask which framework everyone likes best because that's pointless.

All of the web hosting control panels/billing systems do not support the technologies that I'm currently using (dbmail, powerdns). To that end, I need to write my own. Should I be using a framework at all?
