Discard function : This allows packets to be discarded if PDCP layer did not successfully send the packets for 'discard timeout' time.
Duplicate discarding : If PDCP layer receives duplicate packets (packets with same sequence number), the it discards them and does not send them to upper layers.

Actually I have asked what the scenarios may occur in the system which causes duplicate packets ?

In Case UE Re-establishment process.

PDCP may receive Dupilcate packets.

In specification of RRC and PDCP i.e 36.331 and 36.323, PDCP SN is defined with variable length such as 7 bits, 12 bits, 15 bits and 18 bits. I want to know in which scenario upper layer (RRC/application) decides on using the different length for PDCP SN ?
