LTE: what are the actions taken by L2 layers while handling RRC Re-establishment ?

I have basic understanding of RRC Re-establishment procedure at RRC level. But i am looking for actions performed by lower layer like PDCP, RLC etc wrt DATA Plane and signalling.

In case of data plane, If security keys are changed. apply new security keys based SN info in status PDU received from the UE during re-establishment.

Why Security Should be needed to Initiate RRC Connection Re-establishment?

Upon detecting Radio Link Failure UE will do RRC Connection re-establishment but to do RRC Connection re-establishment security should be activated in UE, otherwise UE will go Idle mode.So here(After detecting RLF) we are resetting all PHY,MAC,RLC,PDCP Configurations but why we are making security should be there to do RRC Connection re-establishment.
