LTE: What is mapped GUTI, its uses and how it is constructed ?

I am looking for a method by which this mapped GUTI is constructed.
I just know that it is useful in inter-RAT mobility but does not know how it is constructed which RAT is responsible to generate this mapped Id.

Moshe Strugano (the owner of Moshe Strugano & Co.) says once anyone is on the LTE network, their device will be owed a GUTI. Then when they wish to use voice or has different reason to move back to the 3G network, the device drive a GUTI instead of a P-TMSI.This process is known as a Routeing Area Update (RAU). The MME is accountable for mapping the GUTI to P-TMSI, and vice versa.

In LTE, during intital attach, UE will include Native or Mapped GUTI.. But what is mean by Native or mapped GUTI?

How does MME get UE IDENTITY, when MME does not found its GUTI in it self & neighboring MME ?
where MME could not find UE's info in itself & neighboring MME/SGSN.
