How to encode IE si-RequestForHO-r9 ENUMERATED {setup} OPTIONAL, -- Cond reportCGI?

IE si-RequestForHO-r9 was introduced in Rel-9 to provide autonomous gap, I am facing the problem at the time of ASN decoding of this particular IE but ASN encoding is success.
