What is the meaning of "Spare1" in 3GPP standard ?

I have read 3GPP standards and I found many parameter determination with "spare1" or "spare2", etc.
I want to ask what is its's meaning in this part.

In LTE random access procedure, if multiple UEs select the same preamble and send it to BS, there may have two conditions:
First, if these UEs have enough SNR, BS can detect a collision happen, then BS do not send RAR.
Otherwise, second, these UEs have a collision and BS can not detect all of them and send RAR, and all of these collision UEs can receive the same RAR.
My question is about the second one, there are multiple UEs use the same preamble, why BS do not know the collision ? why BS still send RAR to UEs ? why BS can still detect this preamble?

I want to simulate random access process of NB-IoT by Markov chain. When packets arriving at idle UE and this will lead to the UE from idle state to active state. Besides, packets arriving follow Poisson process. Then my question is in this condition how to determine the time duration of Poisson process?

Radio Resource Manager is one of the main component of an eNodeB. I want to know, Is there any specification which mentions the detail of messages ? If RRM is vendor specific then it means an eNodeB from a vendor "A" would not be inter-operable with RRM of vendor "B". Is my understanding correct in terms of vendor specific RRM implementation ?

I want some reference how to determine the max and min length for Standard Diameter AVPs and 3GPP Diameter AVPs based on Seagull dictionary which is open source. How I can determine max and min length for different data types let say UTF8 String, Octet String, Unsigned32,String,Address etc. Any reference highly appreciated.
